This quote is not Churchill's. The National Churchill Museum's chief curator confirmed there is "no evidence in the nearly 20 million-word record of Winston Churchill's writings." The underlying sentiment traces back to an 1845 essay by French author Victor Hugo. The modern English phrasing is most likely the work of fantasy novelist Ed Greenwood, who used it in a 1993 book and later took credit for coining it. Churchill's name was first attached to the saying in a 2002 U.S. Senate tribute, without any supporting source, and has spread widely ever since.
