About this quote

Niels Bohr popularized this expression and used a version of it in a 1949 essay on his debates with Albert Einstein (in P. A. Schilpp's Albert Einstein: Philosopher-Scientist), though he there called it an "old saying," implying he did not coin it. His son Hans confirmed in a 1967 memoir that it was "one of the favorite maxims of my father." Werner Heisenberg also attributed the saying to Bohr. The idea anticipated later developments in logic and paradox theory.
